  1. #CSS. On reviewing the Custom #Variables spec (w3.org/TR/css-variables/) I can’t but think that :root is a sensible hold to use in the spec—but not generally in practice. In HTML, the root element is known (html). Many variables may be happier under this rule, spelled out.
